The event of flight NW253 point out the technology gap in passenger security inspection and underscore the immediate need for an effective and reliable complementary measures on one hand, and maintaining passenger convenience on the other hand.

DiagNose, ICTS Europe’s explosives detection subsidiary, an international company specializing in the provision of integrated solutions, is in position to fill in this technology gap with a new product based on the abilities of explosive detection dogs.

Using dogs to detect explosives in carry-on baggage and on the passengers themselves can achieve the same degree of effectiveness and is a good solution for airport security screening.

The main idea of the “Dog-On-Line” is to check the passengers while they wait on line at the existing checkpoints.

Two plastic barriers with holes are placed near the checkpoint in such a way that while the passengers go through this “path,” an explosive detection dog is sniffing the outer side of the plastic barrier, through the holes, and passively indicates existing explosives.

The “Dog-On-Line” solution is based on the following principles:

  • Effectiveness – Dogs are trained to detect commercial explosives such as PETN and well as HME (homemade explosives) non-standard materials and can memorize new target odors very rapidly once a new threat is introduced.
  • Reliability – All of the dogs we provide are thoroughly trained and certified and are provided with the documented record of their training and certifications.
  • No direct contact with passengers – At no time does the dog touch the passengers, such that the passengers have nothing to fear from the dog and are not disturbed by the dog in any way.
  • Fluid queue management – The solution does not stall the flow of passengers
  • The dog handler is trained to detect suspicious signs in appearance and behavior, offering the potential for optimization of the manpower required at the checkpoint.
  • The system is visible to passengers, bolstering their confidence in aviation security, and serves as a deterrent factor vis-à-vis persons with hostile intentions.
  • The solution is mobile and can be easily moved between checkpoints or boarding gates

“Dog-On-Line” is available for commercial pilot projects based on existing EU draft regulations. Pilot trials will be coordinated with the EU.

specially trained dogs can be used to detect explosives using their noses, which are highly sensitive to odors. This method has been used since the early 70’s and has been given the famous name of “K9” (short for “canine”).

These dogs are taught by expert trainers to identify the scents of several common explosive materials and notify their handler upon detection of one of them. The dogs indicate a ‘hit’ by performing an act they were trained to do, generally consisting of a passive response such as sitting or lying down.

Explosive detection dogs can memorize up to 12-15 different scents. They are trained on the scents which are required by regulators and which change from time to time. Once a canine has been trained, adding a new target scent is a matter of approximately 10 days.

Detection dogs, also called “sniffer dogs,” can detect any substance that produces a scent. These include: narcotics, tobacco, banknotes, weapons and even cell phones.

Explosive detection dogs (EDDs) are frequently used for cargo security screening at airports and in cargo warehouses and for other anti-terror tasks such as:

  • Baggage screening
  • Vehicle search (on or off leash)
  • Clearing of public places
  • Aircraft search
  • etc.

EDDs work in teams consisting of the dog and its handler. Sometimes an EDD team will be based on two dogs per handler, depending on required tasks.

outside France and Israel, and is constantly seeking new opportunities   worldwide.

DiagNose is building a new RAScargO facility in South Africa together with ACTS, the joint ICTS Europe/Bidair subsidiary. This unit, in its final stages of construction, will be operational in September 2009.  South Africa recently enacted new legislation on the subject of cargo security, effective 1st of July this year. The new legislation regulates cargo security procedures, and therefore all players in the cargo industry must find a solution for effective cargo screening. RAScargO appears to be a most cost-effective solution, not only thanks to its competitive rates but mainly because customers do not need to invest money in purchasing equipment. ACTS has already begun marketing the service and has gained initial customers among the shippers of perishable goods.

Roadside IED clearance dogs, a specialty of the Israeli training center, is raising considerable interest from armies throughout the world, particularly in countries operating in terror-stricken areas such as Afghanistan, Iraq and other conflicted areas. DiagNose has already received an initial order from a European army with troops deployed in Afghanistan.

DiagNose is also preparing to meet customer needs expected to increase with the new EU legislation dealing with HBS with the use of canines, as well as the very important legislation concerning the deployment of dogs for cargo clearance tasks.
