After extensive testing and performance verification in an extreme high-risk environment,
the Israeli authorities recentlyREST EDD Israel implemented DiagNose’s RASCargO™ screening systems at various border crossing points in Israel

As a result, DiagNose is now providing mass vehicle screening services at various sites..

The system, which was specially adapted to meet the needs of the border crossing points, is operating under strict monitoring of throughput as well as detection capabilities.

The system has been redesigned in such a way that it can clear 6 vehicles for one lane in matter of minutes. This includes the vehicle air sampling and the analysis conducted by the dogs in an on-site lab.

The new screening system provides an upgraded service to the users, who have appraised the system and commended the added value that it provides, in comparison to the solutions that were previously deployed.

RASCargO Sampling Lane at Border Crossings - Israel

The Israeli Border Crossing Authority

The Border Crossing Authority was established by the Israeli Ministry of Defense (MOD) in 2005. The establishment and operation of the 33 land crossings from the Palestinian territories to Israel and vice versa, has enabled quick and easy movement of pedestrians, vehicles and goods.  These crossing points are for the benefit of residents and preservation of their way of life, and should replace the temporary crossings staffed and held by the IDF until 2005. The MOD is responsible for planning and constructing the crossing points and handling the necessary technologies, procurement, operations and passageways. Since a large number of residents of the Palestinian Authority territories work and conduct business in Israel, and many Israeli citizens conduct business in the territories, the planning of the fence system includes a number of crossings allowing for two-way pedestrian and vehicle traffic.
These crossings facilitate inspection of people and goods across the fence, as is done at many international borders. Such inspections are necessary to maintain security. However, the crossing points in their new configuration employ advanced technological systems that will minimize possible friction between parties.

A very interesting and professional article has been published recently by John Ensminger in his blog.

John is a lawyer running a blog about the functions of and the laws that apply to dogs, particularly skilled dogs – detection dogs, search & rescue dogs and other working dogs issues.

One of his latest posts is:

Canine Remote Explosive Scent Tracing, Long Used in Europe for Screening Air Cargo, Continues to Be Tested in U.S.

We think it is well written and worth reading.

Tomorrow, the 29th of April 2010, the new European legislation on the use of explosive detection dogs for cargo screening enters into effect.

The new regulation sets the standards of use of explosive detection dogs, which enables users in the cargo industry – airlines, cargo handlers and forwarders, to use EDDs with some real added value in most cargo screening scenarios.

This document is aimed at summarizing the fields of cargo screening in which the use of dogs is permitted, under the standards being set by the EU in the EU Avsec doc 5211.

"REST" or RASCargO

The document defines two main cargo screening methods using dogs:

  1. Free-running dogs, also known as “conventional detection dogs”
  2. “REST”, which stands for Remote Explosive Scent Tracing.
Such a system is operated by DiagNose under the commercial name of “RASCargO”.

Since DiagNose has been providing services by using both of these methods over the past five years, we will be very happy to assist any organization in setting up the infrastructure for meeting those standards and/or to operate a screening service in strict respect of the new standards.

What is an explosive detection dog or “EDD”?

specially trained dogs can be used to detect explosives using their noses, which are highly sensitive to odors. This method has been used since the early 70’s and has been given the famous name of “K9” (short for “canine”).

These dogs are taught by expert trainers to identify the scents of several common explosive materials and notify their handler upon detection of one of them. The dogs indicate a ‘hit’ by performing an act they were trained to do, generally consisting of a passive response such as sitting or lying down.

Explosive detection dogs can memorize up to 12-15 different scents. They are trained on the scents which are required by regulators and which change from time to time. Once a canine has been trained, adding a new target scent is a matter of approximately 10 days.

Detection dogs, also called “sniffer dogs,” can detect any substance that produces a scent. These include: narcotics, tobacco, banknotes, weapons and even cell phones.

Explosive detection dogs (EDDs) are frequently used for cargo security screening at airports and in cargo warehouses and for other anti-terror tasks such as:

  • Baggage screening
  • Vehicle search (on or off leash)
  • Clearing of public places
  • Aircraft search
  • etc.

EDDs work in teams consisting of the dog and its handler. Sometimes an EDD team will be based on two dogs per handler, depending on required tasks.

Why DiagNose’s dogs are unique

DiagNose dogs are unique because of the following facts:

  • DiagNose is a private international K9 company with three main training facilities, located in France, the UK and the Netherlands .
  • DiagNose combines the best practices from all three facilities into a set of high standards.
  • DiagNose EDD training is based on combat and work experience of trainers from four countries and from various milieus, such as army, police and customs.
  • DiagNose employs a senior manager in charge of quality control and standards.

DiagNose offers explosive detection dogs worldwide

DiagNose offers top-quality explosive detection dogs, available in stock.

Our training methods are based on experience from all four of our training centers.

•     Our dogs are being trained on real explosives

•     We train on non-standard as well as standard explosives, including PETN as standard training.

•     Each dog is being certified by local police / army authorities

•     Dogs are in top medical shape

•     We can provide young dogs and/or older, more experienced dogs according to client preference

DiagNose can provide the following EDD applications:

  • Trained dogs only – usually for K9 units looking to enlarge their dog inventory with highly trained canines
  • Trained dogs + training of handlers– for customers who wish to build a new K9 unit.
  • Building of K9 unit from scratch
  • K9 services – DiagNose provides services based on its own EDD teams (dogs and handlers), mainly for cargo screening and explosives detection in ports, border crossing points, security at public events,  etc.
