After extensive testing and performance verification in an extreme high-risk environment,
the Israeli authorities recentlyREST EDD Israel implemented DiagNose’s RASCargO™ screening systems at various border crossing points in Israel

As a result, DiagNose is now providing mass vehicle screening services at various sites..

The system, which was specially adapted to meet the needs of the border crossing points, is operating under strict monitoring of throughput as well as detection capabilities.

The system has been redesigned in such a way that it can clear 6 vehicles for one lane in matter of minutes. This includes the vehicle air sampling and the analysis conducted by the dogs in an on-site lab.

The new screening system provides an upgraded service to the users, who have appraised the system and commended the added value that it provides, in comparison to the solutions that were previously deployed.

The Israeli Border Crossing Authority

The Border Crossing Authority was established by the Israeli Ministry of Defense (MOD) in 2005. The establishment and operation of the 33 land crossings from the Palestinian territories to Israel and vice versa, has enabled quick and easy movement of pedestrians, vehicles and goods.  These crossing points are for the benefit of residents and preservation of their way of life, and should replace the temporary crossings staffed and held by the IDF until 2005. The MOD is responsible for planning and constructing the crossing points and handling the necessary technologies, procurement, operations and passageways. Since a large number of residents of the Palestinian Authority territories work and conduct business in Israel, and many Israeli citizens conduct business in the territories, the planning of the fence system includes a number of crossings allowing for two-way pedestrian and vehicle traffic.
These crossings facilitate inspection of people and goods across the fence, as is done at many international borders. Such inspections are necessary to maintain security. However, the crossing points in their new configuration employ advanced technological systems that will minimize possible friction between parties.

After approval by Dutch Authorities, DiagNose RASCargO™ system clears first cargo shipments at Amsterdam Schiphol Airport.

The RASCargO™ system (a.k.a. Remote Explosives Scent Tracing) is now fully operational and available to customers at Schiphol Airport, in full compliance with local and EU regulations.

DiagNose has succeeded in expanding the operations of its unique RASCargO™ product, and through its Dutch unit has achieved compliance with all the new requirements for operating the system according to the new European legislation. The company now offers cargo screening services at Schiphol Airport based on the two approved methods – free-running dogs and REST (Remote Explosives Scent Tracing) EDD called – “RASCargO”.

This first operational clearance in Amsterdam using RASCargO™, which took place in early March, is highly significant, as it is the first time since the system was approved for use in the Netherlands after tests based on the latest EU regulations, which raised the certification standards for deployment of explosive detection canines in the European aviation security arena.

The RASCargO™ technique, which is DiagNose’s trademark for the detection system also known as REST, or RASCO, is already operational in France, the UK, and South Africa through local DiagNose units, and every day serves dozens of airlines, handling agents and freight forwarders.

RASCargO™ was specially developed to serve the mass-screening cargo market that requires a solution for screening high volumes of cargo, with almost no limitation as to size or content. The solution, which combines unique canine abilities as well as elaborated airflow and filtering technologies, has proven its efficiency in terms of process, performance and cost effectiveness at all the locations where it has been deployed. The system is the perfect answer to the problem of screening whole pallets, trucks and ULDs.

RASCargO™ is a commercially available cargo screening technology that utilizes Remote Air Sampling for Canine Olfaction (RASCO – aka REST, in the EU).

The technique has screened over 100,000 trucks and pallets and over 1.5 million metric tons of air cargo since live operations began in the UK and France.

The main idea is to collect air samples from closed cargo volumes – trucks, containers, ULDs and wrapped pallets – onto a special filter. The filter is then presented to two highly trained explosives detection dogs.

The air sampling itself takes place at the cargo site, and the dogs perform their work inside a RASCargO™ analysis center building (the “analysis room”)

Tests run by DiagNose experts show that the answer is YES.

The growing terrorist threat to the security of air freight – most recently illustrated in the recent attempts to conceal PETN-based explosives in printer toner cartridges, calls for an effective solution to yet another security gap. Within this context there is actually a multiple security gap: on the one hand the quality of the X-ray machine, and on the other, the skills of the person operating it. As well, in the case of complex items (particularly machinery), it becomes even more difficult to detect items that have been tampered with (in this case: the insertion of explosives into the toner cartridges).  Addressing this issue, DiagNose’s K9 experts conducted a preliminary trial to test the detection abilities of EDDs (explosives detection dogs) in scenarios of this type. The tests were run on November 1-2, 2010 at the DiagNose training center in France.

The goal of this trial was to provide a preliminary response to this cargo security threat and to clearly answer the question as to whether dogs can detect concealed PETN.

The teams were asked: (1) whether dogs can detect explosives concealed in toner cartridges; and (2) do toner cartridges contain any substances that mask the odor of explosives.

Trial Details:

Three different types of explosives were concealed in different toner cartridge-related scenarios and presented trained EDDs.

The explosives that were concealed:

a.    Powdered  PETN
b.    PETN mixed with paraffin
c.    C-4

The dogs were presented with three scenarios:

a.    Row of toner cartridges
b.    Toner cartridge in its original packaging found among a group of various items
c.    Toner cartridge in its original packaging packed among other boxes on a shrink-wrapped cargo pallet

In Scenario C the items were also screened by RASCargO™ dogs that analyzed an air sample taken from inside the shrink-wrapped cargo pallet.

The results:

Detection of all concealments in all scenarios by four EDDs, and clear indication of the target sample by the two RASCargO™ dogs.

Conclusions:

  • Explosive detection dogs are capable of detecting explosives concealed in toner cartridges, including PETN, in a variety of scenarios.
  • The various substances in the toner cartridge do not mask the odor of explosives.
  • The various substances in the toner cartridge do not confuse the sniffer dogs or cause them to give false alarms.
  • Dogs can provide an effective, reliable solution in the realm of cargo security, both in general and in order to detect concealed explosives in different scenarios.

Expansion of K9 unit in South Africa.

DiagNose’s  South African partner, ACTS, has expanded its K9 unit with  new dogs – conventional explosive detection dogs,  and has commenced provision of explosive detection services for airport security
in Johannesburg.

This new capability will complete the current RASCargO deployment on the South African market and will serve as a good solution for reliable yet swift detection of explosives. The dogs will be used for loose cargo screening, terminal halls and passenger screening.

On June 30th 2010, the EU Commission published EU Regulation No. 573/2010 which is an amending Regulation for EU No. 185/2010.

This new update lays down detailed measures for implementation of the common basic standards on aviation security and especially the standards concerning the usage of explosive detection dogs (EDD).

Two very important updates that we have found in the amended Regulation concern passenger screening and hold baggage screening (HBS).

The EU now allows the usage of explosive detection dogs for both the above tasks, with the following permissions:

  • Passenger screening – EDDs are permitted as a method operated together with the normal hand search. This permission is perfectly suited to the model offered by DiagNose, called “DogOnLine”
  • HBS – Hold baggage screening by dogs is allowed as a primary, stand-alone method.

outside France and Israel, and is constantly seeking new opportunities   worldwide.

The company’s marketing efforts have yielded several new projects.

DiagNose is building a new RAScargO facility in South Africa together with ACTS, the joint ICTS Europe/Bidair subsidiary. This unit, in its final stages of construction, will be operational in September 2009.  South Africa recently enacted new legislation on the subject of cargo security, effective 1st of July this year. The new legislation regulates cargo security procedures, and therefore all players in the cargo industry must find a solution for effective cargo screening. RAScargO appears to be a most cost-effective solution, not only thanks to its competitive rates but mainly because customers do not need to invest money in purchasing equipment. ACTS has already begun marketing the service and has gained initial customers among the shippers of perishable goods.

DiagNose has appointed a new partner in India and has already supplied the first batch of explosives detection dogs to this company. DiagNose is training the customer’s handlers, so that it may function as a K9 detection unit service provider.

Roadside IED clearance dogs, a specialty of the Israeli training center, is raising considerable interest from armies throughout the world, particularly in countries operating in terror-stricken areas such as Afghanistan, Iraq and other conflicted areas. DiagNose has already received an initial order from a European army with troops deployed in Afghanistan.

DiagNose is also preparing to meet customer needs expected to increase with the new EU legislation dealing with HBS with the use of canines, as well as the very important legislation concerning the deployment of dogs for cargo clearance tasks.
